In a pot, add Water (4 cups), Vegetable Oil (1 tsp), Chicken Bouillon Powder (1 tsp), Salt (1/2 tsp), Granulated Sugar (1/2 tsp), Ground White Pepper (1/8 tsp), 1 tsp sake, Sesame Oil (1/2 tsp), and the chopped green onion.

Once the water comes to a boil, add the wontons. Once the water starts boiling again, turn the heat to medium-low and cook for 4 minutes. Stir gently and occassionally.
